Twice in the last six months, the liberation of French hostages held by somalian pirates (the crews of the Ponant and Square of AS) required an intervention of the special forces. France thus showed its determination to protect its nationals and sent a firmness signal to all those that could envision to take them for target.
Between these two punctual interventions, the fight against the piracy to the wide one somalian coasts imposed, in a wide measure to the initiative of France, as a subject of first importance for the international community. Far from being the only touched country, France in fact was victim of an old phenomenon but in quick expansion to the wide one somalian coasts. This one threatens the Gulf of Aden, to the North of the Somalie, no strategic passage of the international maritime traffic, but covers an area a lot more vast one that spreads itself very to the wide one southern coasts of the Somalie, as some testifies the aborted attack of the tuna French the Drennec. This recent attack underlines also the progressive extension of the ray of action of the pirates in high sea, and the sophistication of their methods opératoires. In this context, the French diplomacy did not remain idle. As early as November 2007, France launched the operation Alcyon aiming to escort the humanitarian convoys of the world-wide food Program, and to reassure the humanitarian assistance bound for the Somalie that passes through to 80% by the sea with convoy protection devices. After a rotation semester assured by France, the initiative had an effect of important training and was resumed by Denmark and the Netherlands, and currently is assured by Canada.
The resolution 1814 of the security Council (May 2008) came to perpetuate, in the framework of the united Nations, this RF Jammer device to humanitarian vocation. To the initiative of France and United States, the resolution 1816 (June 2008) widened the approach the international community to the other shutters of the piracy while instituting, for bearing the lacks of the international right, a framed right to follow the pirates in Somalian territorial waters when they themselves there withdraw, and of there to intervene militarily.
These instruments henceforth must be implemented by the body of the international community, facing the worsening of the threat represented by the effective pirates from the Somalian coasts, that vaguely touches the navies bargains over and of boating, the humanitarian convoys of the PAM and the fishing flotillas. We work to mobilize our partners to New York, around a new project of resolution of the security Council.
Simultaneously, we wish that the European Union takes all its responsibilities: it is a matter for THE E.U., several times touched by the piracy in this zone, to protect its nationals and its interests. Spain and France had a role motor in this respect, while proposing an initiative to their partners as early as the bilateral Summit of Saragosse of June 27. The device that we proposed to the vingtsept consisting of three shutters: the protection of the humanitarian convoys bound for the Somalie, the accompaniment of the vulnerable vessels in the Gulf of Aden, the supervision of the zones of fishing. It should rest to term on a military operation of fights against the conducted piracy to the title of the political European one of security and of defense.
The degradation of the implying position nevertheless a mobilization of our partners in very short delays, the Counsel of the European Union decided September 15, on suggestion of the French presidency, set it immediate up of an aiming European cell to coordinate the present national means in the zone and likely to contribute to the fight against the piracy. The one here is operational since September 19. France already consecrates to this device a frigate, Spain an airplane of maritime patrol. Several of our partners were part of their intention of there to contribute.
The light choice of a coordination allowed bringing a first response to an urgent need of protection of the nationals and European interests.
